The decision to import Chinese car to Russia is now an ordinary one rather than an exotic one. Chinese brands have taken a dominant share of the Russian market since the withdrawal of most Western manufacturers, and a large private import trade has grown up alongside the official dealer network.

That trade is legal and well established, but it is governed by a set of Russian-specific requirements that catch first-time importers repeatedly. Three of them — the utilisation fee, the certification chain and the emergency call system — decide whether a car can be registered at all.

Why Chinese brands dominate the Russian market

After 2022 most European, Japanese and Korean manufacturers suspended Russian operations, and Chinese brands filled the space quickly. The utilisation fee and who pays which rate

The recycling or utilisation fee is the single largest variable in the cost of importing a car into Russia, and it is charged at sharply different rates depending on whether the importer is a private individual bringing in a car for personal use or a commercial entity.

The rates, the engine-capacity bands and the conditions attached to the individual rate have been revised repeatedly, and revisions have applied at short notice. SBKTS, the electronic PTS and ERA-GLONASS

Registration requires a chain of documents. The SBKTS is the certificate confirming the vehicle's design meets the Eurasian technical regulation on wheeled vehicle safety, and it is issued by an accredited laboratory after the car is examined.

The electronic vehicle passport, the ЭПТС, replaced the old paper passport and is created in the electronic system on the basis of the SBKTS. Registration with the traffic police is impossible without it.

Vehicles must also carry a functioning ERA-GLONASS emergency call module. A Chinese domestic car carries the domestic equivalent instead, so the module has to be fitted and activated by an authorised installer before certification can complete.

Because Russia forms a customs union with Kazakhstan, Kyrgyzstan, Armenia and Belarus, cars have been routinely cleared in a member state and then moved into Russia. The attraction is a lower clearance cost in the transit country.

The risk is that Russian authorities have pursued recalculation of duties and fees on vehicles brought in this way, with demands landing on the eventual owner rather than the importer. Customs clearance for individuals and companies

Individuals importing for personal use are treated differently from commercial importers, with different declaration procedures, different fee rates and conditions on how soon the vehicle may be resold. Declaring a commercial import as a personal one is a well-known enforcement target.

The document set includes the export or de-registration certificate from the country of origin, the purchase contract, the bill of lading or transit documents and the importer's identity papers. Most private imports arrive through Vladivostok and the Far Eastern ports or overland from Kazakhstan.

Checking the car's Chinese history before you commit
